Chapter I. General provisions
- Article 1. The Association is named the Asian Urban Construction Engineering Association, abbreviated as AUCEA.
- Article 2. The Association undertakes professional exchange, member services, project reviews, research publication, expert assessment and annual forums in urban construction across Asia.
- Article 3. The Association follows principles of independence, objectivity, professional competence and traceability, encouraging members, project organisations, experts and partners to document urban-construction experience.
Chapter II. Purpose and scope
- Article 4. The Association promotes experience sharing, quality improvement, technical coordination and systematic documentation so that urban-building, infrastructure, green-construction and construction-management practices can be reviewed and compared.
- Article 5. Activities include project reviews, member services, the Expert Committee, engineering and award assessments, research topics, white papers, technology transfer, regulations, standards, forums and recognition.
- Article 6. The Association conducts surveys, project exchanges, document collection and collaborative research on practice in Vietnam and across Asia, without restricting its work to one country or city.
- Article 7. As required, the Association may provide updates to member and expert records, annual registers and archived documents.
Chapter III. Membership
- Article 8. Membership comprises institutional, individual, early-career and honorary categories. Specific requirements appear in the application guidance and annual notices.
- Article 9. Members may participate in activities, submit projects, collaborate on research, receive document support, request information checks and comment on Association activities.
- Article 10. Members must follow the charter, provide truthful, complete and verifiable records, and cooperate with updates and verification when required.
- Article 11. Members must declare interests in assessments, awards, research or cooperation and withdraw where required by conflict-of-interest rules.
- Article 12. The Secretariat processes admission, changes, suspension and termination of membership, referring matters to the Executive Council or relevant body when necessary.
Chapter IV. Organisation
- Article 13. The principal bodies are the General Assembly, Executive Council, Secretariat, Expert Committee and specialist departments.
- Article 14. The General Assembly considers charter amendments, annual reports and major matters.
- Article 15. The Executive Council decides annual plans, regulatory frameworks, specialist committee structures, major partnerships and award arrangements.
- Article 16. The Secretariat handles member registration, submissions, notices, activities, archives, information updates and external relations.
- Article 17. The Expert Committee reviews projects, research and awards, studies regulations and standards, and provides advice within its disciplines.
Chapter V. Working arrangements
- Article 18. Annual plans cover member services, project cases, the Research Centre, the annual forum, the Asian Urban Construction Excellence Awards and publications.
- Article 19. The Association applies review and conflict-of-interest procedures. Experts confirm the absence of direct interests before participating.
- Article 20. Projects, award submissions, research topics, white papers and technology-transfer documents follow intake, initial checks, review, confirmation, publication and archiving.
- Article 21. Published information must be accurate, measured and verifiable, avoiding exaggerated promotion, false commitments and wording inconsistent with the Association's purpose.
Chapter VI. Assets, records and information
- Article 22. Documents, activities, research findings, review minutes, publications and member records are classified in a traceable archive.
- Article 23. Personal information, trade secrets, unpublished project documents and confidential partner material must not be disclosed without permission.
- Article 24. Records may include an identifier, category, publication date, validity status and notes to support retrieval and verification.
Chapter VII. Supplementary provisions
- Article 25. For matters not covered, the Association may issue implementation, application, review and document-management guidance as needed.
- Article 26. The Secretariat proposes interpretations, amendments and updates to the charter, which are published after confirmation by the Executive Council or the authorised body.
- Article 27. This charter serves as the published statement of the Association's operating arrangements from its publication date.
